As an issue sender or controller I want to be able to reopen a users completed tasks on an issue if I need them to repeat the task. E.g. As part of an RFI process - require that the response to the RFI is revised.
New action to reopen tasks
Issue actions menu - reopen tasks across the issue.
Response actions menu - reopen task for a specific response.
Reopen tasks - issue
Choose which recipients who have completed their tasks will have them reopened.
Provide feedback to the user as to why they are reopening.
Provide a modified due date if required.
An instant notification should be sent to the users/role with reopened tasks.
Each user/role should see their task counts increase accordingly.

Provide feedback to the user as to why they are reopening.

When responding to a reopened task, the user's previous response should be present for tweaking.
