Reopen a user's completed tasks on an Issue

As an issue sender or controller I want to be able to reopen a users completed tasks on an issue if I need them to repeat the task. E.g. As part of an RFI process - require that the response to the RFI is revised.

Requirements
  1. New action to reopen tasks

    1. Issue actions menu - reopen tasks across the issue.

    2. Response actions menu - reopen task for a specific response.

  2. Reopen tasks - issue

    1. Choose which recipients who have completed their tasks will have them reopened.

    2. Provide feedback to the user as to why they are reopening.

    3. Provide a modified due date if required.

    4. An instant notification should be sent to the users/role with reopened tasks.

    5. Each user/role should see their task counts increase accordingly.

  3. Reopen tasks - response

    1. Provide feedback to the user as to why they are reopening.

    2. Provide a modified due date if required.

    3. An instant notification should be sent to the user/role with reopened tasks.

    4. Each user/role should see their task counts increase accordingly.

  4. When responding to a reopened task, the user's previous response should be present for tweaking.

  5. Issue distribution

    1. Differentiate recipients with reopened tasks. Indicate who reopened the task.

  6. Reopen instant notification

    1. Clearly inform users with reopened tasks.

    2. Show feedback provided when reopening the tasks.

  7. Who can reopen tasks should be controlled by issue profiles.

Practical use of functionality?

Support an RFI process that allows the sender to reopen a users response when their answer isn't helpful.

What is the impact of not doing this?

RFI processes require Automated Workflow to create multiple issues which leads to a less efficient use of BCDE's issuing process.
