Date/Time Format Support for i18n

As a user in the USA I want to be able to use mm/dd/yyyy dates and the 12 hour clock.

As a user I want to be able to use the global standard (ISO 8601) of YYYY-MM-DD for dates.

  1. Where dates and times are shown, they should be rendered in the appropriate date and time format. Including (but not limited to):

Practical use of functionality?

View the date of an issue that is due on the 11 October and know that it isn't actually due on the 10 November.
