As an issue sender I want to be able to send an issue to the same user or role for multiple reasons.
E.g. Needs to go to a role for information and later for approval.
E.g. Sent for the wrong reason, needs to be forwarded for the right reason.
E.g. Need to delegate a task to a user who has already received the issue for information.
Practical use of functionality?
Delegate the Review to the Document Controller (who has already received the document for checking). |

Delegation can be restricted by not being able to delegate to a user who has already received an issue for another reason. |
