As a project admin I want to be able to manage membership fully in the Quartz interface without having to resort to dropping into Graphite.
The existing add membership capability functions in Quartz but there is no issue style user picker available and key capabilities around secondment are not available.

As a project manager I can manage access to my project via the interface I am used to.
