As project template admin or project admin I want to be able to configure actions like cut, copy, and copy as reference at a container level and for it to "inherit" down onto all documents.
This capability will help allow configurations that can prevent documents being moved or copied outside of their original project context by most users, enabling more controlled collaboration when required.

Allows better control of documents in the system. To prevent restricted users from copying and pasting documents around the system, but allow them to add a document to a collection. |

What is the impact of not doing this?
Users with access to documents (get permissions) can copy and paste documents, including into other projects they might have access to. |
