As a workflow administrator I want to be able to export an existing distribution matrix to allow it to be tweaked in a spreadsheet application or used for import into antoher schema or system.

Export the approval distribution matrix for editing in a spreadsheet, prior to re-importing.
What is the impact of not doing this?
Very large distribution matrices will take additional effort to manually maintain or reuse.
