Silently ignore a role if it is empty when sending an issue (including distribution matrix)

As a workflow designer I want the option to silently ignore a role IF it isn't in use on a Space.

Notes

  1. Need to support:

    1. Send issue

    2. Forward issue

    3. Distribution matrix

  2. If the role is empty it shouldn't be added to the issue. (This must be an option. Some workflows WILL require all populated and empty roles to be added.)

Practical use of functionality?

If the civil engineer role isn't populated, do not send for review to the civil engineer.
What is the impact of not doing this?

Alternative methods are required. Could possibly work around using space specific metadata to indicate which roles are active in the project. Would need to be manually kept in sync with the role allocation.
