As a workflow admin I want to be able to configure behaviour when no rules match in a distribution matrix.
E.g.
New metadata field values are added that are not covered by existing rules in the distribution matrix. Rather than the workflow block, we should be able to handle this case. (It is similar to gateways that have default paths.)

Practical use of functionality?
If a new Work Package value is added for which there is no rule in the process, fallback to a default path. |

What is the impact of not doing this?
The addition of new values WITHOUT the workflow updating will cause some documents to get stuck. With good processes around when values are added this can be mitigated. |
