As a workflow admin I want to be able to see when a workflow was turned off or on in the audit trail.
The audit trail shows on the "Version History" page for a workflow.
If a workflow is turned off, it is possible to determine who turned it off and then ask them why.
It isn't possible to identify who turned off a workflow or when.
